During the month of March I helped my mentor in his office a lot and talked to a guy he knows Steve Groner. He is the owner of Groner Associates and is a consultant for public education in municipal cities. I didn't do too much this month but I got a lot of good information from Steve. He helped me come up with my third answer to my essential question.

Blog 17: Third Answer
- What is the best technique to implement stormwater regulations as it relates to the Clean Water Act?
- The third best technique to implement stormwter regulations is by building the community.
- If a person sees a friend doing something then that will encourage them to do the some thing. So peer pressure isn't all that bad when it is for something good. I have also seen it personally, I saw a brother and sister walking then the brother picked up a piece of trash then the little sister did the same.

- It is good to try to be a good influence on others especially the younger generation. This is a great way to build the community.
